University-Wide Micromobility Policy
Scope
This policy applies to all individuals operating or storing micromobility devices on Harvard University owned and operated property, including students, faculty, staff, affiliates, and visitors. This policy does not limit or restrict use of wheelchairs or other devices by individuals with mobility-based disabilities for navigation.
The goal of this policy is to provide a safe experience for operators and community members while on our campus. Schools and units may establish additional requirements where necessary to address local conditions, provided such requirements do not conflict with this policy. These rules and guidelines are meant to provide context for community members to safely navigate our spaces while adhering to the shared responsibilities of Harvard University Community Values.
Definitions
Micromobility devices include electric bicycles, electric scooters, and other small, single-occupant mobility devices, whether motorized or human-powered, as defined by applicable law.
- Micromobility Device: For purposes of this policy, micromobility devices are generally consistent with device categories defined under Massachusetts General Laws Chapter 90 and applicable municipal regulations. These devices are typically small, lightweight, and designed for a single rider, and include, but are not limited to, bicycles, electric bicycles (e-bikes), electric scooters (e-scooters), skateboards, longboards, roller skates, and hoverboards, whether personally owned or shared. Devices can be categorized in two primary ways and exclude mobility aid devices:
- Solely Human Powered micromobility device - A micromobility device (non-electric bicycles, push scooters, skateboards, longboards, unicycles, roller skates, inline skates etc.) that is propelled exclusively by human muscular effort and has no onboard motor capable of delivering tractive power to the device.
- Powered micromobility device - A micromobility device (scooters, skateboards, hoverboards, unicycles etc.) that has an onboard motor capable of delivering tractive power to the device either as power assist or as sole propulsion (aka throttle).
- Mopeds/motorized scooters are classified under Massachusetts law as 'motorized bicycles' (with or without pedals) and are regulated by the Registrar of Motor Vehicles. To operate a motorized bicycle or moped, individuals must hold a valid learner’s permit or driver’s license. These are not considered micromobility devices and are excluded from any permissions provided by this policy.
- Operator: Any person using a micromobility device on campus.
Micromobility Device Use Rules
- All operators must comply with the following requirements:
- Follow all applicable traffic laws, speed limits, signals, stop signs, sobriety requirements, along with signage posted by Harvard University. Where this policy is more restrictive than external regulations, the Harvard policy will govern while on University property.
- Operate at a safe speed appropriate to conditions. Operating faster than the surrounding pedestrian flow in crowded areas, weaving between pedestrians, or causing others to alter their path constitutes unsafe riding.
- Adhere to rules outlined in student handbooks, published school campus policies, and Harvard University housing licenses or leases.
- Other than those using devices for mobility-related disabilities, operators must also comply with the following requirements:
- Do not ride inside; devices may not be operated indoors.
- Adhere to applicable helmet laws.
- Dismount and walk devices in designated pedestrian-priority areas or crowded places.
- All powered micromobility devices and batteries must meet certification standards by a Nationally Recognized Testing Laboratory Program (NRTL) body, such as Underwriters Laboratories (UL).
- Devices may not be charged in a manner that creates a fire or life-safety risk.
- Follow all manufacturer charging, care, and use guidelines
- Use only manufacturer-approved batteries, chargers, and components. Do not use damaged, modified, or improperly repaired batteries or devices
- Avoid using extension cords or power strips
- Do not charge devices unattended or overnight

- Devices must be stored in a manner that does not obstruct:
- Accessible pathways
- Building entrances, exits, and gates
- Fire safety and lifesaving (e.g. AED’s) equipment
- Emergency egress routes
Enforcement
Enforcement responsibilities will be shared across University departments, including campus operations, public safety, and building management, as appropriate to the location.
- If a Harvard affiliate is found to be repeatedly violating the rules of this policy, the matter may be referred to their supervisor or the appropriate local Dean of Students for review and follow-up, including but not limited to potential disciplinary processes.
- Improperly parked micromobility devices are subject to removal by Harvard Campus Services or local building management. Harvard is not responsible for damage or losses associated with removal.
Pedestrian Priority Areas
The following areas are designated pedestrian priority areas where riding micromobility devices is not permitted. Don’t ride in these areas, dismount your device.
- Harvard Kennedy School - Courtyard
- Harvard Law School - Holmes Field and Belinda Sutton Quad including adjacent patios
- Harvard Yard
- Sidewalks in the Harvard Square Commercial District (city ordinance)
- Additional areas as posted.
Guidance
The following guidance outlines recommended practices to support safe, responsible, and consistent use, charging, and storage of micromobility devices across campus.
Riding
Operators are expected to use micromobility devices responsibly and in a manner that supports a safe campus environment for all. Device registration is strongly encouraged.
Recommended practices include:
- Maintain control of the device at all times (e.g., keep both hands on handlebars)
- Stay alert and avoid distractions, including use of mobile devices or headphones while riding
- Ride defensively and assume others may not see or hear you
- Slow down to pedestrian pace or dismount in high-density or mixed-use areas
- Announce your presence when approaching pedestrians, service animals, or other riders. Use a bell, horn, or a clear verbal signal. Note that some people may not hear your warning due to hearing loss or use of audio devices, so also slow down and pass with care.
- Use bike lanes or designated routes where permitted by law and ordinances and follow the direction of travel
- Signal turns and maintain awareness of surroundings
- Wear a helmet and use appropriate safety equipment
- Use lights, reflectors, and visible clothing, especially in low-light conditions
- Operate only one rider per device, unless designed for multiple riders
- Avoid riding in unsafe conditions (e.g., poor weather, low visibility, uneven surfaces)
- Maintain the device in safe working condition, including brakes, tires, lights, and firmware
- Use devices as designed and do not modify them to increase speed, power, or passenger capacity
Charging
- Operators are expected to follow safe charging practices, including:
- Charge devices on hard, stable surfaces away from combustible materials
- Keep devices and batteries at appropriate temperatures (avoid extreme heat or cold)
- Refer to EH&S guidance on charging safety
Storing
- Store devices outdoors at bike racks or clearly marked micromobility parking zones
- Park in designated areas, racks, or approved storage locations, away from building entrances, handrails, exterior gates, stairwells, hallways, accessible routes, or emergency egress paths
- Secure devices to reduce risk of theft
- Store devices upright and in a stable position
- Avoid placing devices near doors, windows, common halls, or high-traffic areas
The regulatory environment regarding micromobility devices is evolving in Massachusetts with proposed legislation submitted by Governor Healey in May 2026. Riders must be aware of the laws and regulations that govern how micromobility devices may be used on public ways around campus. Device operation may be further restricted based on device classification, speed capability, or applicable law.
